After some bugginess, the voters of Djelibeybi voted to remove the kill stealing law from the scrolls of justice. This means that players can no longer open cases under the kill stealing law, however the Magistrates have reassured the citizenry that they can still bring complaints under Rule 301. Rule 301, dating back to August of 2001, states that "All citizens have the right to present complaints against another person to the magistrates who then may rule the case at their discretion." More recently, this rule has been explicitly interpreted to mean that Magistrates may punish under this rule even if no explict rule is broken. Furthermore, non-citizens may bring cases via a cooperating citizen who opens the case for the non-citizen.
Pite has been sentenced to 3 day's banishment from the Great City of Djelibeybi. This banishment is the result of him looting charged custom prayer beads from the corpse of Magistrate Gwydion. Pite claimed the looting was justified because Gwydion had attempted to use an offensive ritual on Pite prior to the looting, however immediately prior to -that-, Pite had stolen Gwydion's money. Pite never returned the looted beads to their owner, and in that failure he violated Djelian law.
Cases opened by Calosal against various accused kill-stealers still await action by the Magistrates. It would seem that after giving up hope of some or all parties dying of old age, the Council has instead removed the kill-stealing law to avoid dealing with these cases. It remains to see whether the law governing the cases shall be the law in effect when the incidents occurred, or the law in effect now.
Thakh was banished after he violated Djelian law by placing a bid on the commercial space occupied by the People's Bank of Klatch. Although removal of citizenship typically requires 2 or more Magistrates to concur, and the accused is typically given a chance to respond, the case against Thakh was closed immediately, in an attempt to prevent Thakh from destroying the bank counter contained in the property.
Thakh opened a case against Ptenisnet for abuse of power in closing a case to remove Thakh's citizenship. This was immediately dismissed, due to the necessity of an immediate Magistrate response to Thakh's illegal and harmful actions.
A case has also has been opened against Apostle, alt of Thakh, to attempt to remove Apostle's citizenship. Although Apostle himself is not accused of violating laws, Magistrates have asserted that Apostle is not of good character, and cannot be trusted not to act in the same manner as his alt has in the very recent past.
In distant Ankh-Morpork, Magistrate Insanity has still not paid the fine he incurred from his fellow Magistrates when he violated Morporkian law by marrying two prominent Djelian citizens to each other without permission.
