The reign of the last regime provided much entertainment for this non-politically minded, warty old hag. With the exception of Greygrene, everyone in office was personally voted in by me. They seemed a lively bunch. Governmental posts were filled promptly, cases were quickly closed, debt evaders were brought to task and criminals feared the mighty crayons of disgrace! Most importantly, funds were diverted towards the witch trials! There was a touch of scandal, as two of my beloved Magistrates decided to surrender their citizenship at the end of their term. And finally, there was even a healthy dose of sex - I still own one of Dariana's wet t-shirts. All in all, a rather fun term for the casual observer. This year started out quiety, but finally we're seeing some action (even if we do have to skip the Seks). The posts of Nawab and Vizier have finally been filled. The papyrus has received enough funds to hire scribes, to decrease our dependence on foreign printers. And the spies proliferate!
I must, of course, mention my role. This issue is packed with culture. Read Gypsie's article for on life in our city, there's a cooking article, many general interest articles and puzzles to be had! Readers are invited to send in their comments and perhaps contribute too.
I totally enjoyed working under ex-Magistrate and Minister of Sek, Gwydion. He of course, is too modest to sing his own praises, so I shall... It was through his genius that we were able to break free of the shackles of Ankh-Morpork. I would also like to thank our hard working scribes. This issue is dedicated to them.

An election was undergone between the last edition of Papyrus and this one. Sometimes sessile, sometimes moved, are the pieces precariously balanced (though with the full certitude of Marxist confidence) upon the board of Djelibeybi's game. The current Djelian magistrates are: Penguin (the singular despot), Clover (the last term's Nawab), Keb (the last term's Vizier and former magistrate; also at present our Ambassador to Ankh-Morpork), Leyan (the first Hashishim to enter the college of magistates in a while) and Greygrene (the silent but everlasting potentate). Tanis has defected from Ankh-Morpork to Djelibeybi; lately he has donated a shop to the Council, and monies to its Treasury, for the benevolence he bears the Djelian people. Fewms has been appointed Nawab of the Treasury (as well as continuing to oversee CONDM). This term's Court Scribe seems likely to be Caemos. Unslidge has been received by us as Ankh-Morpork's Ambassador.
Fane seems to have triggered some of the former activity by playing the part of an unwitting agent provocateur; clashing in his discourse with the magistrates, he was nevertheless made Vizier of the People's Bank by them. However, some days after his appointment, he purchased a shop on his own initiative for an incredible sum (from his own resources), meaning to give it to the Council. However, in a sudden twist, he took great offence at a perceived slight from someone, and left the Council. He had submitted a copious Vizier's address to Papyrus, but we may no longer publish it, for the Vizier's sphinx-carved seat at the summit of the People's Bank is once again vacant. The former Vizier has permitted us to instead circulate a piece he had earlier written for this edition, before he knew that the position was to be his, but had, on acceeding to that office, withdrawn.
I would reiterate Earwax's thanks to the seven scribes (each of whom shall scribe 10 copies) who have volunteered to be Papyrus' means of production; this edition is dedicated to them, for they have enabled its experiement. Thanks and credit to Tarzan also for the pyramidical frontispiece.
