Greetings, comrades. A month has passed since we last published, and much of interest has happened since them. Most importanly, perhaps, is the ongoing power struggle by the Morporkian magistrates. Not only did the rogue Morporkian Magistrate Insanity violate his own council's laws, his council, via their ambassdor to Djelibeybi, has attempted to strike back at the Djelian Council that punished Insanity.
The Morporkians claim that the Djelian Council should not be able to punish people that harm Djelian citizens, if that harm occurs outside Djelibeybi. They offer no support for this claim, other than in quoting rule 100, which explicitly authorizes magistrates to punish rule breakers. It has been noted in the past, however, that this rule does not explicitly prevent magistrates from applying punishments absent a broken rule.
Furthermore, the Morporkians claim that rule 301 is not capable of being broken, per se. Fortunately, here in Djelibeybi, we don't much care about "per se" and other fancy legal terms. Rule 301 simply grants the right that citizens can present complaints about other players to magistrates, and that magistrates may rule on those complaints. What should be obvious enough for a Morporkian magistrates such as Grissom to comprehend is that other players are violating a rule by abusing Djelian citizens in a manner that the Djelian courts object to.
Grissom (poorly) argues that what happens to Djelian citizens in Ankh-Morpork at the hands of abusive Morporkian Magistrates is not the concern of the Djelian courts. While it would be nice to presume that Morporkians might suitably punish one of their own, it has become apparent in the present case that they will not. For Insanity's behavior, his fellow Magistrates levied against him a 10 royal fine, a paltry sum to an old deviate like him, especially since he can withdraw the sum from the council treasure to pay the fine.
It is clear that the Morporkian Leadership, in addition to being decadent and corrupt, is ineffective and biased against the people of Djelibeybi. If our Great Council does not protect us where ever we go, the Morporkian bureaucrats will be waiting there to rob us, mock us, and marry us to random passers-by. The jurisdiction of our courts MUST extend to all locations, to protect us all from these very really threats.
