~The Post Term Report of the First Nawab~
By Magistrate Echo Chamber
With my term as the First Nawab of Klatch over I now publish my end of the term report. I think it is fair to say that my term was an almost uncategoralical success. Starting from its conception as a roughly thought out "censor" to its current inception as "Nawab of the Treasury" this term has gone well. We have laid the groundwork for what will hopefully become a long standing position which will allow for easy and swift access to treasury funds for deserving people and Guilds. Further I am proud of what the Nawabcy has accomplished, with the past council of course, for Klatch. Firstly the donation of both NPC contracts to the Hashishim and the large donation to the "Munchies Fund" not only provided young Hashishim with monetary support and ready work, but also brought the Council and the only Klatchian Guild with a Player Run Structure (yet) closer together. Secondly we provided the funding for this very publication, which should soon become one of the widely respected publications of the Disc and will be the first regularly published political magazine of the Disc, as well as a future source of income for the Council Treasury. Thirdly I started stockpiling (though sadly never got the chance to give away) items for young Djelians to help them in there quest to become great adventurers on the disc. Finally we received the approval to formulate a Klatchian Lottery, though this was delayed so late as to come to far to the end of my term to change anything, Keb Casaubon was asked, and agreed to become, the commissioner for the Lottery and I hope that this money raising idea of mine has not died with the termination of my term as Nawab.
Further I would like to commend those I worked with, though the council was often lethargic in dealing with my proposed EIP as a whole, I received prompt feedback from many individual members of the council which made my job much easier and more efficient. Secondly, working with Carmel and Penguin running the Unicorn player shop was a delight, Carmel was (and continues to be) a very efficient and dedicated shopkeeper who has made the shop very profitable (sadly the exact figures are unavailable, but this should soon change with the next Nawab's reign.) Hopefully the profits from the shops will soon be used to expand the shop itself, and allow it to better support the KCC and the Council through the times to come.
But you will remember I said it was almost an uncategorical success, so what is the Almost? The almost is the creation of the People's Bank of Klatch, though it has taken in total deposits in excess of 40,000 DjToon since its creation it has not succeeded as well as it should have by almost any account. Though I stood against the method of its implementation at the time, I stood by it as an idea then and now. The implementation was one of the most sudden and chauvinistic manner, Ptenisnet and Sevoria implemented the bank plan, against the better advice of many others within the KCC, without arranging for foreign branches ahead of time (despite the repeated pleas of others to wait until such agreements could be made,) nor did they even warn the citizens of the change so as to allow the Klatchian Citizenry to withdraw their money from the already existing branch counter. Because of this many Klatchian Citizens have left their money in foreign banks, understandably, rather than face the 13% transfer fee that would face them should they try to move their accounts.
This was further exacerbated by a decision not to cut the bank fee on deposits as the profit was viewed as essential (though, in my opinion, the long run gain would have been far better) to the future of the bank, and the rate was not viewed as an obstacle to profitability because, as Sevoria put it, "They will come to us, because we are in Klatch." It is this chauvinistic attitude, endemic among some of the higher ranks of Klatch, whereby we believe we are superior simply because we are Klatchian, and not because of the accomplishments we have achieved that I blame for the problems with the Bank. The final major problem of the new bank was that, after its initial implementation, Sevoria became mostly idle and the bank was left unattended in its infancy stages, luckily the KCC system sprang into action and a Branch was opened in Naughty and Nice in CWC (it is interesting to note that Sevoria did not know of its existence until for a fair amount of time, a failure of communication on both sides of the spectrum.) This is not to say, however, that the shop has not been successful. It has, we have not only removed all foreign dependency for our banking, but we have also made a tidy sum while we're at it, not as much as we could have made, but plenty for now.
In short, my dear comrades, the previous term has been a financial success, not only have we laid the ground work for greater long term prosperity with the money raising ventures of Papyrus and the Lottery, but we have increased the business of our dear Hashishim and thrown off the chains of foreign banking oppression by opening our own bank for the people. Admittedly, and openly, the bank has not gone as well as hoped, but it has been successful, and will continue to bring in money for our great nation and its citizenry.
