Ptenisnet Cetera, the hairless eminence grise ("greasy eminence") of Klatchian politics, has a penchant for sharp Ephebian cheeses, strong red wine, and political debate. It is said he'd rather discuss a law for a month than spend five minutes in the palace courtroom enforcing it. Ptenisnet's maxim is that "Laws should be used to open up new avenues of movement rather than to restrict old ones." He is currently resting on his laurels, hoping vaguely that they'll still smell nice when he stands up.
